Region´s Duty to Maintain in Run a System of Social Services Provision

Abstract: There is a serious issue concerning Section 93 Lit. a) Social Services Act. In accordance with the respective provision, a region is obligated to overtake a social services provider and maintain it in process. However, the law is not clear on the point either who shall finance transitions´ costs, or what legal instruments may the region apply to fulfill its duty. This paper envisions to answer both questions.
