Evaluation under the M17+ Methodology: A Fish in a Tree or a Schnauzer at a Dog Show?

Abstract: The article analyzes the system of evaluating research organizations in the Czech Republic according to M17+ Methodology (Metodika M17+), with focus on legal sciences. The author compares earlier systems aimed primarily on the quantity of results with the current evaluation in modules 1 (selected results) and 2 (bibliometrics). Module 1 is found to be beneficial and to adequately reflect the specifics of the field, while Module 2 is less relevant for legal research. The text shows that, unlike previous systems, the current system does not create inappropriate incentives.
