Disciplinary Responsibility of inspectors of the Czech Environmental Inspectorate in relation to their conduct during the accident on the Bečva River

Abstract: The article analyses the disciplinary responsibility of inspectors of the Czech Environmental Inspectorate (ČIŽP) in connection with their actions during the accident on the Bečva River on 20 September 2020. This ecological disaster provoked strong public criticism and led to the establishment of an investigative commission of the Chamber of Deputies of the Parliament of the Czech Republic. The article examines whether the three most heavily criticised practices of the ČIŽP staff actually violated their legal obligations and whether it is possible to infer their administrative disciplinary responsibility on this pretext. The article concludes that it is only possible to invoke the administrative disciplinary responsibility in relation to one of these objected procedures and that in the other cases, the criticism of the investigative commission of the Chamber of Deputies of the Parliament of the Czech Republic appears to be unjustified.
